That was the speech of Deputy Minister of Science and Technology (MOST) Bui The Duy at the Conference on local technology application, transfer and innovation in 2023 taking place on September 30, 2023, at Quang Ninh.

The conference on local technology application, transfer and innovation is an annual activity hosted by MOST. The conference aims to strengthen the capacity and operational efficiency of Centers for the Application of Science and Technology Progess who perform the functions of technology application, transfer and innovation in the locality, forming connections, contributing to promoting technology application, transfer and innovation in production and life. 

Overview of the Conference

The conference is given reports on: The situation of implementing the autonomy mechanism of public service entities under Department of Science and Technology of provinces/cities; Technology application, technology transfer and innovation to bring products to market; Experience and solutions to build and develop public service entities after consolidation and merger; Model of linking research, application and technology transfer; Orienting the activities of Centers with functions of technology application, transfer and innovation under Department of Science and Technology of provinces/cities.

At the Conference, delegates exchanged, discussed, and made proposals and solutions to overcome immediate and long-term difficulties related to planning, organization and resources of the Centers. Especially the determination of tasks and orientations in the coming time so that the Centers play a proportionate role in the national innovation system in general, for the socio-economic development of the locality in particular.

Giving remark at the conference, Deputy Minister Bui The Duy emphasized the important role of Centers in applying science and technology locally. According to him, centers must have good human resources, form networks of experts, conduct training and professional development to meet the needs of improving management capacity. technology administration, IP, technology transfer and innovation.

He noted that the Centers need to capture information and update the database on the current status and technology needs of the locality; Strengthen the role of innovation consulting, process improvement, technology and innovation support for enterprises, especially SMEs, creating new value-added products; replicate models of applying new and appropriate technologies, and advanced techniques to develop key local and regional products.
